  1. The question

Planning training for your team, but not sure where HRD Corp fits in? Here’s how it works.

  2. What is HRD Corp?

HRD Corp, formerly known as HRDF, supports workforce training in Malaysia. Registered employers pay a training levy. Eligible employers can then use their available levy for approved training, subject to the scheme’s requirements.

  3. Eligibility & needs

First, check your company’s eligibility, your available levy, and whether the course qualifies. Then choose training that fits what your team actually needs.

  4. Apply before training

Next, apply for the grant before training starts. Prepare the required documents and submit them through e-TRiS, HRD Corp’s online system. HRD Corp reviews each application, so plan your dates around the current approval timelines.

  5. Train, document, claim

Once training is complete, attendance records and supporting documents are prepared, and the claim is submitted for review within the deadline. Who submits what, and how payment flows, depends on the scheme.

Built for Malaysian employers

If your company pays the HRD Corp levy, you already have a training budget. We help you put it to work.

Mandatory registration: 10+ Malaysian staff
1% of monthly wages
Optional registration: 5–9 Malaysian staff
0.5% of monthly wages

No proper training this year? Your levy is probably sitting unused. Check your training budget

Most companies pay the levy and never touch it

Using it takes three steps that each have to be done right. For a busy HR team, that is one job too many.

  1. Pick an accepted course

The course and the trainer have to qualify under HRD Corp before anything else.

  2. Get the grant approved before day one

Apply in e-TRiS and wait for approval before training starts.

  3. File the claim with the right documents

Submit the invoice, receipts and records within six months.

How much training budget have you built up?

The HRD Corp levy is 1% of your monthly wages if you have ten or more Malaysian staff, or 0.5% if you have five to nine and choose to register. Put in your headcount and a rough average salary to see what that adds up to over a year.

Basic pay plus fixed allowances, per person

Questions business owners ask us

Do I have to pay extra for the training?

Usually not for the course itself. Under HRD Corp Claimable Courses, the course fee is paid from your levy once the grant is approved, as long as your levy balance covers it. Our own service fee, from RM1,500, is separate, and we give you a fixed quote before any work starts.

What happens if I don't use my levy?

You still pay it every month. If you never apply for training, the money sits in your HRD Corp levy account instead of training your staff. Using it is how you get value back from what you have already paid.

What is HRD Corp?

HRD Corp, formerly known as HRDF, is the Malaysian agency that collects a training levy from employers under the PSMB Act 2001 (the law that created the levy). Registered employers can then apply for grants from that levy to train their Malaysian employees.

Who has to register with HRD Corp?

Employers with 10 or more Malaysian employees must register and pay a levy of 1% of monthly wages. Employers with 5 to 9 Malaysian employees can register voluntarily at 0.5%. Since the PSMB Act 2001 was expanded in 2021, this covers employers in all sectors except government, statutory bodies and some non-profit organisations.

What exactly do you do?

We arrange training courses for your staff and handle the HRD Corp claim for you. You tell us what your team needs to learn, we find the accredited trainer, apply for the grant, and submit the claim after the course.

Are you part of HRD Corp?

No. We are an independent business. We prepare and submit applications on your behalf through your own e-TRiS account (HRD Corp's online system). HRD Corp makes all approval decisions.

Can you guarantee my grant will be approved?

No one can. Approval is decided by HRD Corp. What we do is make sure the application is complete, correct and submitted on time, which is where most problems start.

How much do you charge?

Our services start from RM1,500. The final quote depends on the type of training and how many applications are involved, and we confirm it before any work begins.

Do you work with companies outside the Klang Valley?

Yes. The whole process runs online through e-TRiS, so we work with employers and trainers across Malaysia.
